On Evo 4-6 Pins 1 and 4 on the OBD-II connector need to be shorted out when logging with programs such as EvoScan, MitsubishiLogger and Mut-Monitor.
On EVO 7-9 these pins do not need to be shorted.
Some cables do not have this done, so you either hack the cable open and solder a wire between the pins or make up a coupler as below:
